1. Provide the complete drawing set (Architectural, Structural, MEP) and technical specifications.
Upload files or add links
2. 📥 Audit Drawing Set Completeness

Examine the tender package provided (step 1) to confirm all required sheets, disciplines, and engineering specifications are accounted for before starting detailed trade analysis.

Cross-reference your received file manifest against the drawing index on sheet G-001 or equivalent:

•Architectural (A-series): Floor plans, reflected ceiling plans (RCP), exterior elevations, wall sections, and architectural door/finish schedules.
•Structural (S-series): Foundation plans, framing layouts, structural steel details, slab penetrations, and general structural notes.
•Mechanical, Electrical, Plumbing (MEP / M-E-P-series): Single-line diagrams, duct routing, electrical panels, plumbing risers, and equipment schedules.
•Civil & Geotechnical (C-series): Site grading, utility connection points, stormwater controls, and soil bearing capacity notes.
•Project Manual / Specs: Division 01 general requirements through Division 33 utilities.

Upload the consolidated plan index or mark missing sheets and revisions that must be requested immediately (step 3).

Upload files or add links
3. 🔍 Identify Discipline Clashes & Discrepancies

Perform a structured cross-discipline overlay to identify spatial conflicts, misalignments, and constructability dead-ends between drawing sheets.

Examine high-risk interface points using this review framework:

•Structural vs. MEP: Identify HVAC ducts, sanitary waste lines, or domestic water mains routed through structural steel beams, shear walls, or load-bearing footings without engineered penetrations or sleeves.
•Architectural vs. Structural: Verify clear ceiling heights against structural depth, framing dimensions against masonry wall thicknesses, and stairwell headroom clearances.
•Architectural vs. MEP: Check reflected ceiling plans against diffuser and sprinkler head layouts, verify electrical panel clearances, and confirm mechanical louvers align with exterior elevations.
•Plan vs. Elevation / Section: Reconcile dimension strings across plan views against building heights and finish schedules.

Record each discovered clash or constructability issue as an individual entry. Detail the sheet numbers involved, specific grid coordinates, and the exact physical or dimensional conflict observed.

Add notes
4. ⚠️ Evaluate Risk & Constructability Severity

Classify the overall severity and commercial risk level of the plan discrepancies identified during the cross-discipline scan.

Evaluate which trade interfaces pose the highest financial or schedule exposure if left unaddressed prior to bid closure:

•Structural load or footing dimension ambiguity that impacts concrete yardage.
•MEP spatial clashes requiring custom fabricated offsets or rerouting through tenant spaces.
•Missing manufacturer specifications for long-lead equipment or specialty architectural finishes.

Vote on the risk posture of the current drawing set and state in the comment which specific trade area carries the highest exposure.

Choose one
  • 🟢 Low Risk: Minor cosmetic or notes clarifications only
  • 🟡 Moderate Risk: Dimensional discrepancies solvable via standard details
  • 🔴 High Risk: Severe structural or MEP spatial clashes requiring engineering redesign
  • 🛑 Critical Blocker: Missing core engineering sheets preventing accurate estimating
  • ⚪ Zero Risk: Complete set verified, no RFIs required
5. 📝 Compile Pre-Bid RFI Package

Convert every documented drawing conflict, missing specification, and dimensional ambiguity into formal, contractual Pre-Bid Requests for Information (RFIs).

In commercial general contracting, our standard is zero bid-day assumptions. Every ambiguity must be framed with a specific question and a recommended contractor solution to expedite the architect or engineer's response.

Format your pre-bid RFI entries using this standard structure:

1.RFI Number & Trade Discipline: (e.g., RFI-01 — Structural / HVAC Interface)
2.Drawing & Spec References: Sheet numbers, grid locations, detail bubbles, and spec section codes.
3.Problem Statement: Concise explanation of the clash, missing dimension, or conflicting instruction.
4.Proposed Contractor Recommendation: A viable, cost-effective field solution that maintains building code compliance and design intent.

Draft each formal Pre-Bid RFI below so they can be merged directly into the master submission log for the design team.

Upload files or add links
6. Schedule a meeting 🤝 MEETING 1: Constructability & Scope Review Meeting

The Estimator, Lead Project Manager, and Field Superintendent gather to review the plan set together. The Superintendent brings real field experience (e.g., "We can't get a crane in here" or "This wall detail clashes with the steel HVAC duct"), which completes the list of RFIs before anything is finalized.

Choose one
  • 🟢 Meeting Completed — Plan Review Finished (Notes Captured in Session)
  • 🟡 In Progress — Individual Review Complete, Team Meeting Scheduled
  • ⚪ Skipped — Minor Project / Repeat Plan Set (PM/Estimator Sign-off Required)
  • 🔴 Blocked — Missing Key Drawings / Unresolved Design Clashes
7. Send the Design Team a formal written request for clarification or approval of a proposed solution.

Send the Design Team (the Architect, Structural Engineer, or MEP Engineer, depending on who produced the specific drawing) a formal written request for clarification or approval of a proposed solution. This resolves drawing discrepancies, missing dimensions, or physical conflicts before construction or pricing moves forward. Update the status when the request is sent and when the response is received.

2. Calculate Net Trade Quantities

Extract primary geometric measurements directly from the current drawing set across all primary trade packages. Measure physical dimensions without adding hidden buffers or unit price inflation.

Use the standard geometric measurement units by trade:

•Division 03 Concrete: Volume in cubic yards (CY) = (Length in ft × Width in ft × Thickness in ft) / 27.
•Division 05/06 Framing & Lumber: Linear feet (LF) for plates and joists; board feet (BF) or member counts for studs; square footage (SF) for structural sheathing.
•Division 09 Finishes: Wall and ceiling surface area in square footage (SF), deducting rough door and window openings exceeding 10 SF.
•Divisions 22, 23 & 26 (MEP): Linear feet (LF) for major pipe runs, duct mains, and electrical home runs; discrete unit counts (EA) for panels, fixtures, junction boxes, and equipment drops.

Enter your net take-off quantities grouped by trade package. Note the drawing sheet references (e.g., A-101, S-201, E-002) used for each measurement.

Choose one
  • 🔴 Blocked — Missing Blueprint Sheets / Unreadable Plans
  • 🟠 High Variance — Scale Discrepancy Found in Drawings
  • 🟡 In Progress — Awaiting Missing Architectural / Structural Detail
  • 🟢 Quantities Measured — Ready for CSI Coding
3. Assign CSI MasterFormat Codes

Organize each measured scope item into its standardized 6-digit CSI MasterFormat division and cost code. Standardized cost coding ensures flawless bid-leveling and seamless export into your project accounting software.

Map your scope entries to these common standard divisions:

•03 30 00: Cast-in-Place Concrete (slabs, footings, grade beams)
•04 20 00: Unit Masonry (CMU walls, brick veneer)
•05 12 00: Structural Steel Framing (beams, columns, lintels)
•06 11 00: Wood Framing & Rough Carpentry
•07 21 00: Thermal Insulation
•08 11 00: Metal Doors and Frames
•09 22 00: Supports for Plaster and Gypsum Board (metal studs)
•09 29 00: Gypsum Board (drywall assemblies, taping, finishing)
•22 10 00: Plumbing Piping and Pumps
•23 31 00: HVAC Ducts and Casings
•26 05 00: Common Work Results for Electrical (conduit, wire, devices)

Enter each scope item with its assigned 6-digit CSI code, trade description, and total net unit quantity.

Choose one
  • 🔴 Blocked — Scope Description Ambiguous / Undefined Material
  • 🟠 Unmatched Code — Missing Division Category in Accounting System
  • 🟡 Pending Classification — Non-Standard / Custom Specialty Scope Item
  • 🟢 CSI Codes Mapped — Standard Divisions Complete
4. Apply Waste and Contingency Factors

Apply standard scrap and installation waste factors explicitly to your net measurements rather than padding labor rates or raw material costs. Never conceal contingency within base line items.

Use these industry standard waste formulas:

•Gross Material Quantity Formula: Gross Qty = Net Quantity × (1 + Waste Percentage)
•Ready-Mix Concrete (Footings/Slabs on Grade): Add 5% to 8% for spillage, over-excavation, and subgrade variance.
•Lumber & Light Gauge Framing: Add 8% to 10% for cuts, end-trimming, and blocking.
•Drywall & Sheathing Boards: Add 10% to 12% for cutting around openings, corners, and drop-off scrap.
•Piping, Conduit & Wiring: Add 5% to 7% for box drops, bends, elbows, and joint cuts.
•Overall Unforeseen Take-Off Contingency: Apply a baseline 3% to 5% line item contingency across the complete trade division package.

Select the contingency and waste protocol that best reflects the geometric complexity and site conditions of this project scope.

Choose one
  • 🟢 Standard Geometry & Tight Specs (3% Contingency, 5-8% Trade Waste)
  • 🟡 Moderate Cutting & Irregular Layouts (4% Contingency, 8-10% Trade Waste)
  • 🟠 Complex Architectural Plan / Heavy Waste (5% Contingency, 10-12% Trade Waste)
  • 🔴 High-Variance / Incomplete Details (5% Contingency + RFI Verification Required)
5. 🔒 Stage Gate 1: Quantity & CSI Code Verification (Manager Review)

Gate check before senior estimators apply waste, labor hours, and pricing: Review previous steps.

Choose one or more
  • 🛑 Critical Error — Drawing Scale or Revision Mismatch
  • 🔄 Revisions Required — Re-check Measurements / Codes in Excel
  • ✅ Quantities & CSI Codes Verified — Proceed to Pricing
6. Calculate Crew Labor Productivity Hours

Convert gross material quantities into estimated labor man-hours using standard crew production rates. Accurate labor calculations prevent scope gaps when reviewing trade subcontractor proposals.

Apply the standard labor productivity formula:

•Labor Hours Formula: Total Man-Hours = Gross Quantity / Crew Daily Production Rate × Crew Size × 8 Hours
•Concrete Flatwork: 0.05 to 0.08 man-hours per SF (placing, screeding, finishing).
•Metal Stud Framing (Interior Non-Structural): 0.035 to 0.05 man-hours per SF of wall face.
•Drywall Hanging & Level 4 Finish: 0.025 man-hours per SF hung; 0.020 man-hours per SF finished.
•Branch Wiring & Conduit: 0.06 to 0.09 man-hours per LF installed.

Calculate and list the total estimated craft labor hours required for each CSI trade division based on your gross material take-offs.

Choose one
  • 🔴 Blocked — Missing Gross Material Quantities
  • 🟠 High Labor Risk — Complex Site Access / Overtime Expected
  • 🟡 Pending Verification — Non-Standard Crew Rate / Union Labor Review
  • 🟢 Labor Hours Calculated — Standard Production Rates Applied
7. Flag High-Risk and Long-Lead Items

Identify materials, custom fabrications, and imported finishes that present severe supply chain vulnerabilities or critical path schedule risks. Flagging these items during pre-construction ensures procurement begins immediately upon bid award.

Review your take-off against standard high-risk construction categories:

•Long-Lead Structural Steel: Custom fabricated trusses, heavy wide-flange beams (16–24 week lead times).
•Curtain Wall & Architectural Glazing: Custom extrusions, thermal insulated units, switchable privacy glass (14–20 week lead times).
•Primary Electrical Gear: Main switchgear, distribution panels, automatic transfer switches (24–52 week lead times).
•Custom Finishes & Imported Goods: European tile, custom millwork, specialty architectural lighting (12–18 week lead times).

Record each flagged item using this structure:

1.Item Name & CSI Division:
2.Estimated Procurement Lead Time (Weeks):
3.Critical Path Impact / Risk Level: High, Medium, or Low
4.Pre-Ordering or Mitigation Strategy: (e.g., early submittal approval, alternate domestic manufacturer, early procurement package)
Choose one
  • 🔴 Blocked — Lead Times Unconfirmed by Suppliers
  • 🟡 Alternate Vendor Needed — Substitution Required to Meet Schedule
  • ⚠️ High Risk Flagged — Critical Path Item (12–24+ week lead time)
  • 🟢 Risk Audit Complete — All Standard Lead Times (under 6 weeks)
8. Compile Final Scope Breakdown Schedule

Synthesize your calculations into the master Quantity Take-Off & Scope Breakdown Schedule. This document serves as the internal pricing baseline for issuing subcontractor bid packages and evaluating trade quotes.

Format your take-off schedule using this required five-column line item structure:

•CSI Code & Scope Description: (e.g., 03 30 00 Cast-in-Place Slab on Grade, 5" 3000 PSI)
•Net Measured Quantity: (e.g., 185 CY based on sheets S-101 and S-102)
•Waste Factor Applied & Gross Quantity: (e.g., 7% waste = 198 CY gross)
•Estimated Direct Labor Hours: (e.g., 220 man-hours)
•Risk Classification & Lead Time: (e.g., Low risk / 3-day supplier notice)

Publish the completed schedule in your note below to establish the baseline for subcontractor bid leveling and procurement tracking.

1. Audit Trade Bid Solicitations

Before opening quotes, verify that every trade division solicited at least three qualified, vetted subcontractors. Construction risk escalates when single-sourcing trades or accepting bids from contractors without verified safety records and pre-qualification status.

Review your invitation list across key CSI MasterFormat divisions (e.g., Division 03 Concrete, Division 05 Metals, Division 09 Finishes, Division 22 Plumbing, Division 26 Electrical)

Add tasks
2. Audit Trade Bid Solicitations: Overview

Flag any division that has fewer than three committed bidders so estimating can solicit immediate backup coverage before the bid deadline.

Choose one
  • 🔴 Critical Non-Compliance — Unvetted/Unlicensed Subcontractors or Plan Version Mismatch
  • 🟠 Coverage Gap — Prequalified Bidders, but Fewer Than 3 Bids in Certain Trades
  • 🟡 Prequalification Pending — 3+ Bidders, but Safety/License/Bonding Docs Incomplete
  • 🟢 Fully Verified & Compliant — 3+ Bidders, All Prequalified, Identical Plans
3. Confirm Pre-Bid Walk Attendance

Subcontractors who do not physically inspect existing site conditions introduce unbudgeted change orders once work commences. A mandatory pre-bid site walk ensures trade leads inspect logistical constraints, staging limitations, utility access, and demolition boundaries.

Check site walk records against bidder submissions:

•Verify sign-in sheets for mandatory site visit attendance.
•Document critical site conditions raised by trades during the walk (e.g., tight laydown area, limited hoisting capacity, floor leveling variance).
•Confirm whether field observations required a formal pre-bid RFI or design addendum issued to all bidders.

Select the status of pre-bid site walk verification across all bidding trades.

Choose one
  • 🟢 All bidders attended and acknowledged site conditions
  • 🟡 Some bidders missed walk; supplemental walks or waivers required
  • 🔴 Critical trades missed walk; high risk of unforeseen condition claims
4. Normalize Trade Scope Inclusions

Raw quote totals are deceptive because subcontractors frequently exclude necessary support work. Level each trade quote line by line against the defined Scope of Work package to establish true baseline comparisons.

Examine quotes across these recurrent scope gap zones:

•Waste and Disposal: Who provides and pays for dumpsters, trash chutes, and daily site clean-up?
•Hoisting and Rigging: Is crane service, telehandler access, or interior vertical transport included or excluded?
•Protection of Work: Who protects finished surfaces, adjacent trades, and weatherproof barriers?
•Temporary Utilities: Are task lighting, temp generators, water connections, and temp heat provided by the trade or the GC?
•Permits and Engineering: Are delegated engineering calculations (e.g., fire sprinkler calcs, truss engineering, storefront wind loads) included?

Draft the trade scope reconciliation matrix below. Note every item one bidder included that another excluded, along with the estimated plug number needed to balance them.

1. 📊 Lock Baseline Cost Codes

Convert the winning estimate into active project cost codes to establish your baseline budget before commitments are issued.

Ensure each line item matches the standard CSI MasterFormat division structure, and verify that indirect general conditions and contingency accounts are isolated from direct trade labor and material lines.

Review the budget conversion rules:

•Direct Trade Codes: Map every winning sub-contractor award to its specific 6-digit CSI code (e.g., 03-30-00 Cast-in-Place Concrete, 26-00-00 Electrical).
•Contingency Separation: Never distribute GC contingency into trade budget lines; maintain contingency in an unallocated control code.
•Profit & Overhead Segregation: Verify that gross margin is locked in a separate financial control line so trade variances do not blur project markup.

Confirm that all line items match the signed Prime Contract Schedule of Values, and select the status that reflects your budget setup.

Choose one
  • 🟢 Baseline cost codes locked and balanced
  • 🟡 Minor cost code adjustments pending
  • 🔴 Estimate-to-budget variances require correction
2. 📝 Audit Sub-Contractor Agreement Clauses

Examine every Sub-Contractor Agreement draft against our mandatory project terms before sending out for execution.

A valid agreement protects project margin, guarantees delivery milestones, and enforces statutory compliance. Verify that each contract contains these essential exhibits:

•Schedule & Liquidated Damages: Baseline trade start and completion dates, milestone handoffs, and daily delay penalty language.
•Payment & Retainage Terms: Standard 10% retainage withholdings, 30-day pay-when-paid progress billing cycles, and requirement for conditional lien waivers with each invoice.
•Change Order Protocol: Explicit clause stating no additional field work or overtime will be compensated without a prior, written, GC-authorized Change Order.
•Scope Alignment: Referenced drawings with revision dates matching the Prime Contract exhibit list.

List any customized trade inclusions, exclusions, or modified contract terms for each critical trade partner. React with 👍 once each trade package is ready for signing.

Add notes
3. 🛡️ Verify COIs and Endorsements

Inspect incoming Certificates of Insurance (COI) from each trade partner against our standard contract limits and underwriting standards.

A missing endorsement exposes the general contractor to direct liability claims. Check each certificate against this risk matrix:

1.Commercial General Liability: Minimum $1,000,000 per occurrence / $2,000,000 aggregate.
2.Additional Insured Endorsements: Explicitly naming both the General Contractor and the Project Owner on form CG 20 10 (ongoing operations) and CG 20 37 (completed operations), or equivalent.
3.Workers' Compensation: Statutory limits with a formal Waiver of Subrogation in favor of the GC.
4.Automobile & Umbrella Liability: $1,000,000 combined single limit and $2,000,000 to $5,000,000 umbrella depending on trade risk tier.

Upload the verified COI documents, endorsements, and preliminary lien waivers here.

Upload files or add links
4. 👷 Enforce Safety Compliance Policies

Validate trade partner safety submissions to ensure complete OSHA alignment prior to site mobilization.

Zero tolerance applies to high-risk trades operating without validated training certifications or site-specific safety plans. Review each submission for:

•Site-Specific Safety Plan (SSSP): Highlighting specific trade hazards (fall protection, trenching, hot work, scaffolding).
•Safety Data Sheets (SDS): Digital chemical inventory submitted for centralized job site binder.
•Key Personnel Certifications: OSHA 30-hour certification for trade foremen and equipment operating licenses (forklift, aerial lift, crane).
•Sub-Contractor Safety Policy Sign-Off: Signed acknowledgement of the GC's zero-tolerance safety infractions and PPE requirements.

Rate the readiness of incoming trade safety programs using the options below.

Choose one
  • 🟢 Fully compliant with all certifications and signed policies

1. 🗓️ Map Selections Schedule & Cutoff Gates

Establish lead-time cutoff dates for every finish and fixture category by working backward from site installation milestones on the master schedule.

Use this backward-scheduling formula:

Cutoff Date = Installation Date - (Supplier Lead Time + Shipping/Customs Buffer + Job Site Acclimatization)

Standard trade benchmark buffers:

•Plumbing rough-in & trim: 6 to 10 weeks prior to framing closeout or tile installation
•Custom cabinetry & millwork: 10 to 14 weeks prior to finish carpentry
•Tile, slab & hard flooring: 6 to 8 weeks prior to scheduled wet trade start
•Lighting & low-voltage fixtures: 4 to 6 weeks prior to final drywall closure and trim-out
•Appliance packages: 8 to 12 weeks prior to kitchen cabinet delivery

Document the finish packages, their target delivery dates, supplier lead times, and client decision cutoff gates.

1. 📋 Classify Scope Deviation Origin

Identify the trigger and root cause behind the proposed change order. Accurate classification ensures proper risk allocation, contractual entitlement, and transparent client communication.

Review the situation against standard construction categories:

•Client-Requested Modification: Elective aesthetic, functional, or specification changes outside the executed Prime Contract.
•Unforeseen Site Condition: Concealed subsurface conditions, structural conflicts uncovered during demolition, or differing physical site conditions not shown on contract drawings (Type I or Type II site conditions).
•Design Discrepancy / Plan Clash: Omissions, conflicts between architectural and MEP drawings, or missing engineering details requiring design team clarification.
•Regulatory / Inspector Mandate: Municipal code enforcement corrections or updated utility company requirements issued after permit approval.

Select the origin category and record the specific drawing sheet, RFI reference, or site incident in the comments.

Choose one
  • 🎨 Client-Requested Modification
  • 🕳️ Unforeseen Concealed Site Condition
  • 📐 Plan Discrepancy / Design Conflict
  • 🏛️ Municipal Code / Inspector Mandate
2. 🔍 Attach all supporting files inside this folder.

🔍 Detail Field Scope & Site Evidence: Document the exact physical scope of work required and attach substantiating field documentation. Zero unverified claims are permitted. Upload photos showing clear scale (tape measure or reference object in view), marked-up drawing redlines, engineer field reports, or inspector notice slips.

Upload files or add links
3. 💰 Calculate True Cost Delta

Build the complete financial calculation for the proposed change order. Never bury contingency inside unit prices; show transparent line-item pricing across all direct and indirect expense categories.

Apply this General Contractor pricing structure:

1.Subcontractor / Trade Direct Costs: Hard quotes from each affected trade specifying labor hours, hourly trade rates, and raw material quantities with delivery fees.
2.GC Direct Labor & Supervision: Dedicated field superintendent hours required specifically for this alteration.
3.Equipment & Temporary Facilities: Specialized equipment rental, scaffolding, haul-away dumpsters, or temp power.
4.Contractual Overhead & Profit (O&P): Contractually established GC markup percentage applied to direct subtotal (typically 10% Overhead, 5% Profit or as specified in the Prime Contract).
5.Permits & Insurance / Bond Delta: Incremental insurance surcharge or municipal revision filing fees.

Log the calculated line-item breakdown, sub-tier quotes, and the net lump-sum change to the contract value.

Add notes
4. ⏱️ Quantify Critical Path Schedule Impact

Determine whether this change directly affects the project critical path or can be absorbed within available float. Adding work without updating calendar duration compromises milestone delivery dates.

Evaluate the schedule delta using this calculation checklist:

•Submittal & Engineering Lead Time: Required turnaround time for revised shop drawings, structural calculations, or municipal plan revisions.
•Material Procurement & Delivery Lead Time: Custom fabrication lead times or shipping transit delays for newly specified materials.
•Physical Installation Duration: Trade crew sequencing, cure times (e.g., concrete/grout), and mandatory pre-concealment municipal inspections.
•Net Critical Path Shift: Number of work days added to the Substantial Completion date after evaluating logic ties and available schedule float.

Select the schedule impact bracket that applies to this change order and state the exact net calendar day adjustment in the comments.

Choose one
  • ⚡ 0 Days (Absorbed by Float / Parallel Task)
  • 📅 1 to 5 Calendar Days Added
  • 🗓️ 6 to 15 Calendar Days Added
  • 🚨 16+ Calendar Days Added (Critical Delay)
5. 📄 Generate Formal Change Order Package

Compile the official General Contractor Change Order document (such as standard AIA Document G701 or company Master Agreement format) for distribution.

The change order package must strictly contain:

•Sequential Number & Title: Clear project numbering (e.g., CO #04 - South Footing Undermining Rework).
•Scope Summary: Plain-language description of additions, deletions, and trade scope modifications.
•Financial Reconciliation: Original contract sum, previous authorized changes, current change amount, and revised total contract sum.
•Contract Time Reconciliation: Original substantial completion date, previous adjustments, net calendar days added, and new legally binding completion date.
•Payment Terms: Required deposit percentage (e.g., 50% upon execution for custom procurement) or inclusion in the next regular progress billing application.

Upload the finalized change order PDF document ready for client review.

Upload files or add links
6. 🚫 Enforce Authorization Protocol

Enforce the project-wide "Zero Verbal Change Orders" policy. No field superintendent, trade foreman, or project manager may instruct trade crews to commence unapproved extra work based on verbal agreements or text messages.

Before releasing work in the field, verify that all four mandatory authorization criteria are satisfied:

1.Client Signature: Legally authorized representative has executed the formal Change Order document.
2.Schedule Acceptance: Client has formally acknowledged the revised substantial completion date.
3.Deposit or Billing Alignment: Advance deposits for long-lead materials collected, or line item integrated into the Schedule of Values.
4.Trade Subcontract Revision: Written work authorization or subcontract change order issued to trade partners locking their price and scope.

Confirm the authorization status of this change order. Selecting fully authorized releases field execution.

Choose one
  • 📝 Draft / Under Internal Review
  • ⏳ Pending Client Signature & Deposit
  • ✅ Fully Executed (Authorized to Proceed)
  • ❌ Rejected / Scope Abandoned
7. 🚀 Release Execution & Subcontractor Directives

Once authorization is confirmed, transition the change order from commercial management into active field operations. Assign clear owners and deadlines to prevent operational friction.

Create specific tasks to complete the change order rollout:

•Issue Subcontractor Change Order (SCO) to trades
•Update Master Schedule with new critical path dates
•Update Schedule of Values for next progress billing
•Conduct site briefing with trade superintendents

Assign each task to the responsible project manager or field superintendent with firm completion dates.

1. Audit Physical Progress Against SOV

Conduct the end-of-month physical progress walk across all active trades to confirm percentage-of-completion before drafting billing figures.

Evaluate physical work in place against the approved Schedule of Values (SOV) line items. Overbilling without field verification triggers architect rejections, pencil-copy disputes, and cash flow delays.

Apply standard progress calculation logic:

•Work Completed to Date: Calculate actual installed physical quantities or milestones completed per line item.
•Materials Stored On-Site: Verify that billed materials are securely delivered, inspected for damage, and properly inventoried. Do not bill off-site materials without formal client/lender authorization and bonded warehouse documentation.
•Retainage Calculation: Apply the contractually stipulated retainage rate (typically 5% or 10%) uniformly across completed work and stored materials.

Mark the audit status for each trade phase to ensure complete field alignment prior to compiling pay applications.

Choose one or more
  • ✅ Field progress verified against SOV line items
  • ⚠️ Discrepancy noted between trade claim and physical installation
  • 📦 Stored materials inspected and documented on site
  • 🔄 Pencil copy draft reviewed with Project Superintendent
2. Reconcile Subcontractor Applications & Waivers

Review each active trade contractor's monthly payment application against inspected field progress and verify legal compliance documents.

Never advance a subcontractor billing line into the prime billing package without verifying both the math and statutory lien releases:

•Verify claimed labor and material percentages against your superintendent's field audit notes.
•Ensure the current gross billing minus retainage matches the net amount requested.
•Collect a fully executed Partial Conditional Lien Waiver covering the exact gross amount claimed for the current billing cycle.
•Confirm receipt of an Unconditional Lien Waiver covering the prior month's disbursed funds.

Record any required downward adjustments or missing lien waivers in the log below so adjustments can be reflected on the draft G703.

Add notes
3. Upload Progress Photos & Delivery Slips

Attach date-stamped photographic evidence and delivery documentation supporting every major progress milestone claimed this cycle.

Architects, owners' representatives, and bank draw inspectors require clear visual proof before certifying payment applications:

•Upload high-resolution photos organized by SOV line item or division showing completed rough-ins, finishes, or structural assemblies.
•Include clear photos of staging areas for billed stored materials, showing weather protection and manufacturer labels.
•Attach freight bills of lading and supplier delivery tickets for high-value raw material drops.

Add all supporting visual documentation and delivery slips here.

4. Compile AIA G702 & G703 Application Package

Assemble the formal AIA Document G702 (Application and Certificate for Payment) and AIA Document G703 (Continuation Sheet).

Verify the core accounting reconciliation across all summary lines on the G702 summary page:

•Line 1 (Original Contract Sum): Must match prime contract base value.
•Line 2 (Net Change Orders): Reflects all mutually executed change orders through the billing cut-off date. Do not bill pending or verbal changes.
•Line 3 (Contract Sum to Date): Line 1 plus/minus Line 2.
•Line 4 (Total Completed & Stored to Date): Sum of Column G from the G703 Continuation Sheet.
•Line 5 (Retainage): Calculated precisely according to contract percentages (Work in Place retainage + Stored Materials retainage).
•Line 6 (Total Earned Less Retainage): Line 4 minus Line 5.
•Line 7 (Less Previous Certificates for Payment): Line 6 from the immediately preceding certified pay app.
•Line 8 (Current Payment Due): Line 6 minus Line 7.
•Line 9 (Balance to Finish, Including Retainage): Line 3 minus Line 6.

1. 🏗️ Evaluate Site Logistics & Access

Evaluate whether physical equipment, materials, and crane operations can be mobilized without disrupting surrounding municipal traffic or adjacent operations. Review project boundaries, street widths, municipal right-of-way restrictions, and overhead utility lines against your proposed staging plan.

Focus your evaluation on these core logistics factors:

•Heavy equipment & hoisting: Crane setup footprint, swing radius restrictions, and external personnel/material hoist locations.
•Laydown & staging: On-site material drop zones versus off-site marshalling yards or scheduled just-in-time (JIT) deliveries.
•Delivery routes & curfews: Municipal lane closure permits, oversize transport corridors, and restricted delivery time windows.
•Utility connections: Clear access to municipal water, power ties, and civil shut-off points.

Select the current logistics status below, and log any required permit triggers or JIT delivery constraints in the comment field.

Choose one
  • 🟢 Logistics Cleared — Standard site access with no major physical constraints
  • 🟡 Tight Staging — Limited space; requires off-site storage or just-in-time deliveries
  • 🔴 High Risk / Restricted — Crane permits, road closures, or zero laydown space required
2. 📐 Screen Drawing Clashes & Scope Gaps

Examine interdisciplinary drawing alignment across Architectural, Structural, Civil, and MEP/FP sheets to isolate constructability conflicts before pricing.

Identify hard spatial clashes and ambiguous details that introduce bid scope gaps or change-order exposure during field execution.

Audit the drawing set against these common failure points:

•Vertical & horizontal clearances: Structural steel or deep transfer girders cutting through primary HVAC supply trunk lines or gravity drainage slopes.
•Shaft & riser coordination: Plumbing and electrical riser shafts aligning across floor plates without penetrating shear walls or rated corridors.
•Envelope & fire separation: Missing fire-rated partition details, ambiguous curtain wall anchorage, or incomplete waterproof flashing assemblies.
•Scope handoffs: Demarcation gaps between core-and-shell provisions and interior tenant fit-out systems.

Select the drawing risk classification below, and cite the specific drawing sheet numbers and conflicting details in your rationale comment.

Choose one
  • 🟢 Clean Drawing Set — Minor or no trade clashes identified
  • 🟡 RFIs Drafted — Clashes identified; preliminary pre-bid RFIs created for architect review
  • 🔴 Critical Redesign Required — Major structural or MEP conflict that blocks accurate estimating
3. ⏱️ Assess Phasing, Schedule & Long-Lead Items

Analyze whether baseline project milestones are achievable within existing lead times, site operating rules, and local jurisdictional ordinances.

Compare anticipated manufacturing and shipping cycles for critical-path equipment against the client's mandatory completion date.

Examine schedule integrity against these four operational parameters:

•Long-lead equipment: Switchgear, custom air handling units, chillers, structural steel packages, and specialized elevators requiring immediate pre-release or owner pre-purchase.
•Working-hour rules: City noise ordinances, night-shift premiums, weekend working allowances, or occupied-facility operational restrictions.
•Critical sequence logic: Concrete cure times, envelope dry-in prerequisites, and temporary power energization milestones.
•Weather & season risk: Substructure concrete pouring windows, freeze protection, or severe weather contingencies.

Select the schedule feasibility status below, and note all components whose fabrication cycles threaten the baseline delivery date.

Choose one
  • 🟢 Schedule Feasible — Standard construction sequence and lead times
  • ⚠️ Long-Lead Flagged — Critical path materials require early procurement or owner pre-purchase
  • 🔴 Schedule Compression Risk — Unrealistic timeline; liquidated damage exposure
4. 🦺 Identify Safety & Hazardous Conditions

Assess severe project safety risks, neighboring structural dependencies, and environmental contaminants that mandate specialized engineering controls or regulatory plans.

Review site soil reports, hazardous material surveys, and surrounding building alignments to prevent catastrophic field failures and regulatory stoppages.

Examine the scope against these specialized safety categories:

•Subsurface & civil risks: Deep foundation excavations, utility potholing/811 verification, tieback installation, and underpinning of adjacent foundations.
•Hazardous abatement: Encapsulation or licensed abatement for friable asbestos, lead-based paint, silica, or active fungal contamination.
•Fall protection & overhead hazards: Leading-edge tie-off engineering, high-rise perimeter netting, and swing-radius exclusion zones.
•Restricted access operations: Confined space entries, electrical flash boundaries, and structural demolition sequencing.

Select the safety classification below, and state any mandatory engineered safety plans, subcontractor certifications, or third-party monitoring requirements.

Choose one
  • 🟢 Standard Safety Risk — Baseline safety controls apply
  • 🟡 Specialty Safety Required — Deep excavations, confined spaces, or high-voltage work identified
  • 🔴 Environmental / Shoring Hazard — Hazardous abatement or complex structural shoring required

6. 🚦 Resolve Master Gate Status

Consolidate the findings from all four constructability domains and render the binding Master Gate decision for this pre-construction milestone.

Review the prior sections: Logistics, Drawing Clashes, Schedule/Long-Lead, and Safety. Your selection governs whether the estimating team immediately advances to Quantity Take-Offs and scope breakdown, holds for critical engineering clarifications, or bypasses detailed review.

Evaluate the decision criteria:

•Approved: All sections are green. Proceed directly to trade package prep, take-offs, and formal pre-bid RFI issuance.
•Approved with Conditional RFIs: Manageable trade clashes or long-lead items identified. Proceed with take-offs while tracking active conditional RFIs.
•Skipped: Repeat prototype, direct replacement, or minor interior refresh where constructability risk is already established.
•Blocked: Critical redesign, unresolved structural conflict, or fatal logistics barrier that invalidates baseline estimating. Hold estimating immediately.

Select the overall Master Gate status below and state the binding operational rationale, including mandatory conditions or hold requirements.

Choose one
  • 🟢 Approved — Proceed to RFI Submission & Take-Offs
  • 🟡 Approved with Conditional RFIs — Proceed with Take-Offs
  • ⚪ Skipped — Minor Project / Repeat Prototype Plan
  • 🔴 Blocked — Hold Take-Offs Until Key RFIs / Redesigns Resolved

📅 3.1 Subcontractor Bid Leveling Alignment Meeting.

5 steps

Review and level trade subcontractor bids side-by-side with Estimating, Project Management, Procurement, and Field Operations. Reconcile scope inclusions and exclusions, evaluate bidder safety and schedule commitments, and formally authorize trade awards before issuing subcontract agreements. During the meeting, each team member brings their pre-meeting work to answer their specific part of the puzzle: Lead Estimator: Demonstrates whether the bid is financially balanced, covers the full CSI scope, and fits within the baseline estimate. Project Manager: Confirms if the subcontractor can meet the critical path schedule and hit key submittal deadlines. Procurement Specialist: Confirms if the bidder passed safety (OSHA), insurance, and bonding checks. Field Superintendent: Confirms whether the sub has the actual crew size and field logistics capability to pull it off on-site.

📋 Does the selected subcontractor have a 100% complete scope with zero unassigned gaps, and are their prequalifications (safety, bonding, and capacity) fully verified?

  2. 2

📋 Does this bid fit within the target budget and schedule milestones—and if selecting a non-cheapest bidder, what is the clear operational justification?

1. 📋 Does the selected subcontractor have a 100% complete scope with zero unassigned gaps, and are their prequalifications (safety, bonding, and capacity) fully verified?
•Confirms whether gray-area items (like scaffolding, hoisting, trash removal, and site cleanup) are accounted for or if they will turn into unbudgeted change orders later.
•Ensures the bidder isn't a liability risk regarding safety records (OSHA), licensing, or financial capacity to complete the job.
Choose one
  • 🔴 Scope Gaps Identified (Unassigned Line Items)
  • 🟡 Scope Complete (Pending Prequalification Docs)
  • 🟢 Scope Complete & Fully Prequalified
2. 📋 Does this bid fit within the target budget and schedule milestones—and if selecting a non-cheapest bidder, what is the clear operational justification?
•Confirms the subcontractor can meet key project dates without long-lead material delays.
•Directly captures why a team might award a contract to a trade partner who is $15,000 more expensive (e.g., guaranteed earlier start date, superior manpower, or lower quality risk).
Choose one
  • 🔴 Over Budget / Schedule Risk (Requires Re-Bidding or Value Engineering)
  • 🟡 Higher Bid Selected (Justification Documented)
  • 🟢 Lowest Qualified Bid (Within Budget & Schedule)

✅ Complete Site Mobilization Compliance Checklist

1. ✅ Complete Site Mobilization Compliance Checklist

Review and execute the mandatory compliance prerequisites required prior to authorizing full jobsite mobilization and equipment drop-off.

Unresolved jurisdictional approvals or missing utility interconnections create catastrophic delays, stop-work orders, and liability exposure. Verify each requirement against current project records:

•Building & Trade Permits: Confirm master building permit, grading/erosion control permits, and specialty trade permits (electrical, plumbing, mechanical) are physically posted on-site and active.
•Municipal & AHJ Sign-offs: Verify Department of Transportation right-of-way encroachment permits, curb-cut approvals, and local fire department emergency access and hydrant clearances.
•Temporary Utilities: Ensure temporary power service drops, temp electrical distribution boards, and temporary construction water meters/backflow preventers are inspected, energized, and functional.
•Insurance Compliance: Audit all mobilizing subcontractor Certificates of Insurance (COIs) to verify that the general contractor and project owner are named as additional insureds with active statutory workers' compensation, general liability, and auto coverage.

Check off each item, attach supporting documentation or inspection sign-offs directly to the task, and log any open compliance holds in the task notes.
